Thi-Qar Technical College Organizes an Educational Seminar on Socially Responsive Financial Budgets

The Women’s Affairs Unit at Thi-Qar Technical College organized an educational seminar titled “Socially Responsive Financial Budgets,” delivered by the Assistant Dean for Administrative and Financial Affairs, Asst. Prof. Dr. Hassan Talib Hashim, with the attendance of several staff members and students.

The seminar addressed two main themes:

First Theme:
It focused on introducing the concept of socially responsive budgets and their role in promoting justice and equality among different segments of society. The lecturer explained the importance of integrating the needs of diverse groups—such as women, youth, people with disabilities, and marginalized communities—into financial planning and decision-making processes.

Dr. Hassan also emphasized the necessity of raising awareness among employees and decision-makers about adopting methodologies based on transparency and fairness in resource allocation.

Second Theme:
This part included an explanation of the differences between traditional budgets and socially responsive budgets, along with outlining the steps for integrating diversity-related issues into the budgeting cycle. The lecturer also presented methodologies for analyzing budgets from the perspective of gender and diversity, clarifying how such budgets can contribute to combating financial and administrative corruption by strengthening internal and community oversight to ensure equitable distribution of resources.

This seminar comes as part of a series of activities by the Women’s Affairs Unit aimed at promoting awareness and fostering a culture of equality and fairness within the workplace.
